Waste Audits and Waste Reduction Work Plans- R.R.O. 1990, O. Reg. 102/94

O. Reg. 102/94 requires manufacturing facilities with more than 100 full time employees (or equivalent part-time employees) to carry out non-hazardous solid waste audits and prepare waste reduction work plans on a minimal annual basis.
Ontario's 3Rs Regulations (Regulation 102) governing non-hazardous solid waste from residential, industrial, commercial and institutional (IC&I) sources became law in March 1994. Designated industrial, commercial and institutional (IC&I) organizations are legally obligated to implement waste audits, waste reduction work plans and source separation programs on a minimal annual basis.

Under The Environmental Protection Act, Ontario Regulation 102/94, designated organizations are required to conduct annual waste audits. A waste audit highlights the types of wastes that are produced, the manner in which wastes are produced, and in what quantities they are produced, within a facility. A waste audit must also focus on identifying the underlying reasons and operational factors for waste generation, which include such things as procurement policies, and specifications for raw materials, supplies and equipment. Specifically, the audit should address the amount, nature and composition of the waste produced in all departments, how the waste is produced, including relevant management policies and practices, and how the waste is currently managed in the organization.

WHO MUST COMPLY WITH REG. 102/94?
• Retail shopping complexes of 10,000 +m2 floor area
• Class A, B or F hospitals under Ontario Reg. 964
• Schools with 350+ students at a location or campus
• Restaurants with gross annual sales of $3,000,000+
• Office buildings with 10,000 +m2 floor area
• Hotels and motels with 75+ units
• Building construction projects of 2,000 +m2 floor area
• Building demolition projects of 2,000 +m2 floor area
• Manufacturing sites with 16,000 employee hours per month
